A Message from the President

It’s an incredible honor to serve as the 80th President of the Iowa State Police Association. I’m truly humbled by the trust our members have placed in me and deeply aware of the responsibility that comes with this role. Our association represents not only the brave men and women who serve Iowa’s communities every day, but also the values that define who we are—integrity, professionalism, and unity.

I want to start by thanking our outgoing president, Fred Lepley, and the executive board for their outstanding leadership and hard work. Their dedication has strengthened our association and advanced the well-being of our members. Greetings from your New ISPA Junior Director

Hello ISPA members,

My name is Bill Enockson, and I’m honored to serve you as the new ISPA Junior Director representing Sioux City. Thank you for the opportunity—I’m excited to support the board and our membership statewide.

I come from a strong Sioux City law enforcement family. My father retired in 2012, as a Sergeant after a 40-year career, and my mother has spent her career in juvenile detention and currently serves as Director of the Y.E.S. Center in Cherokee. ISPA Secretary-Treasurer Report

It’s hard to believe another year is already coming to a close and the holiday season is upon us. I hope everyone has a wonderful Thanksgiving and Christmas. If you were unable to attend the 2025 ISPA Annual Conference hosted by Davenport Local #2, you truly missed a great event. The food, training, and venue were outstanding, and their hard work really showed. They certainly set the bar high for next year’s conference, which will be hosted by Waterloo Local #12 from October 12–14, 2026.

I would like to welcome our newly elected Jr. Director, Bill Enockson of Sioux City Local #7. He was elected during the October conference.
