President's Message
By Fred Lepley ISPA President
Local # 2 Davenport

It’s been a long journey, but we are here!   I’m proud to be able to represent all the members of the ISPA for the 2025 year, where I will be continuing the boards work on legislation and representation, not just for us, but for all law enforcement across IOWA.

Thank you, Past President Judy Kellen and Local # 7, for all the hard work they did putting on the 92nd annual conference in Sioux City.  I will be leaning on Judy for her knowledge and experience in the upcoming year.

The ISPA board will be attending the Joint Public Safety meeting on December 6th this year and will be discussing next year’s priorities.   READ MORE

New ISPA Jr. Director
By Caitlin Carlyle ISPA Jr. Director
Local # 8 Fort Dodge

Iowa State Police Association Members,

First and foremost, I’d like to thank all of you for the opportunity to serve on the Iowa State Police Association board as the new Junior Director.

I’d like to take this time to quickly introduce myself. My father was in the Air Force which had him stationed in several cities, states and countries for 10 years. Because of this, I was born in Harrogate, England - a short drive off base. After leaving the military, my dad worked as a defense contractor in the private sector which took us to Virginia for a few years. Eventually, my parents realized that Iowa was a better place to raise their family, so they relocated to their hometown of Denison Iowa to take over the family monument business.

ILEA Fall 2024 Updates
By Melissa Henderson- ILEA Council Representative
Cedar Rapids Police Department Local # 5

Greetings from myself, Officer Melissa Henderson from Cedar Rapids Police Department, your ISPA council representative. Thanks for the opportunity to continue to serve on the ILEA council.

It has been a busy year at ILEA council meetings.  For those of you who may not know, we meet every other month at the Iowa Law Enforcement Academy at 0900.  Everyone is welcome in person or online for the open session, only ILEA staff and council are present during the closed session.  This past year we have also had a few special sessions/hearings due to a few cases that have come up outside of our regular meetings.  Every month the agenda and previous month’s minutes are posted on the ILEA website under the Academy Council tab, https://ilea.iowa.gov/about/academy-council.  Director Brady Carney and ILEA staff continue to do a good job with communication by posting a monthly newsletter.  The newsletter is sent to all law enforcement agencies in the State of Iowa.    CONTINUE READING

ISPA Secretary-Treasurer Report
By David McFarland- ISPA Secretary-Treasurer
Waterloo Police Department Local # 12

It is hard to believe another year is almost over, and the holiday season is upon us.  I hope everyone has a great Thanksgiving and Christmas. If you were not able to attend the 2024 ISPA Annual Conference hosted by Sioux City Local # 7, you missed a great conference.  The food, training and venue were amazing. The hard work by Local # 7 members really showed.  They have set the bar high for next year’s conference hosted by Davenport Local # 2.

I want to welcome newly elected Jr. Director Caitlin Carlyle, Fort Dodge Local # 8, to the board.  She was elected at the conference in October.  In this newsletter there is an article from Caitlyn introducing herself.  She looks forward to serving the ISPA members on the board.

Our fiscal year ended on August 31, 2024, and at that time we had 3,126 ISPA members.  This is a slight decrease from last year.  Unfortunately, I am not sure when this trend will turn in the other direction. CONTINUE READING
